-If you keep this former sentence, "that" does not use commas just like the word "because"; only "which" uses commas just like subordinating conjunctions (For, And, Nor, But, Yet, So).

"There's a rumor going around: People from ATOM keep stashes and weapons long before [(or ever since)] the Apocalypse."

-Version two gets rid of "that" and makes the second sentence an explanation.
