As for why Ucey was necessary, I can at least say that on a meta level Ucey was a plot point meant to tie into ICEY(the game)'s reoccurring theme that the whoever you're focusing on isn't the only one with a story.
As for why the name changes, that's because the character we play as is the Ucey, incarnated as an ICEY.
...Not that I can say that anyone with Icey's body is called Icey and Icey isn't a particular character. I just say an because there are several identical bodies scattered about the game world. Some rumors even say that they move from playthrough to playthrough.
the ending to the dlc implies Ucey was put into an ICEY body in case project Icey should fail, so it's likely that "ICEY's birth" is just referring to UCEY becoming ICEY.
