have you try to run the game in Compatility mode? some times that can help not allways

I think this might be a false positive by an anti-virus which is blocking access to the .exe file. Try whitelisting or temporarily disabling it and it should work then!

Try out what M. B. Saunders did say first if that dont work you can try the compatibility mode.
Right-click on the .exe.file then you select Properties and then select the Compatibility tab. then click on the small box where it says (Run this program in compatibility mode for:) then you can choose to run the game in older operating system. so if you have like windows 10 you can try with windows 8 or older.when you have choose an older operating system for the game click (Apply) if that dont work just click again on the small box where it says (Run this program in compatibility mode for:) then click on (Apply) and everything will be back to normal.
