it was a balance decision. Adding events on each level would have broken the balance, especially taking into consideration the fact that the number of traps and ways to deal with partygoers increased significantly compared to the original game.
Furthermore, more events is the least of your concerns when it comes to balance. Stun guns, crazy booze, and acid literally break the level. I don't have to hide or outsmart the cops when I can just taze them and stab them to death, I dont have to worry about positioning when I can just give everyone around my target crazy booze and make them run away, hell if I have a can of acid I can just melt whoever I want at will in plain sight.
Even with all that aside, this is primarily a single player game. Fun should be prioritized over balance. If youre that concerned about it, just take away the posters in hard mode. Now, obviously I'm not a dev, so I don't know if there were extenuating circumstances, but I hope you can see how "meh" of a reason this comes off as to the average player.
the poster in the second level made it seem like that you should check every poster you can find for a phone number to call to shake things up but the lack of such posters is a bit depressing since theres not much to shake things up.
