About Kao Tech
This is very difficult hero for running maps, he has high risk and low reward. I have to explain. His stamina (energy) has delay when it regenerates till 100%, so u cannot use one untill it full power. Sometimes this is critical, you get spotted and cannot escape, because your energy below 100%. For example, you run on victim, use blade, it decloaks, you receive delay on run, and everyone calls police. I have broken a lot of runs in such way, because i forget about this "feature". Party Killer has no stamina delays and no problem. Plasma gun is hard to use but cannot kill anyone, this is no reason to spend energy on it. Trap is bugged, often get lost or just explode when sets. In first game we have ninja - he has high risk and high reward (permament invisible near walls and dangerous multi-kill katana). In my opinion you should buff Kao Tech, because now he is too weak in comparison with Party Killer who has low risk and great reward.

I think it would be more fitting and fair for shift to toggle invisibility, which will slowly drain energy while not moving, and when you are moving you will sprint and it will drain at the normal rate, or maybe even a little bit slower than the current/normal rate. Since actions like stabbing and shooting take energy it wouldn't be overpowered for you to be able to do them while invisible, because then you won't be able to stay cloaked and/or sprint for as long.
