Combat DLC without getting shot at?
Is there a way for me to have the army around the place but not be classed as a target in the game? I like having them there but I dont really want anything to do with them and happy to try to salvage, rescue and fish without the combat element.

Shut off the combat stuff in the options

I recommend this set of addons, this one and the artic one (i think there might be an arid one). They will still shoot you but wont seek you out, plus you get money for doing it :)

in the add ons tab you can turn off Ai enemies
