If so, i reccomend changing the game settings in your nVidia Control Panel to run the game with your integrated graphics instead. This + Try running the game on Vulkan instead of DirectX seems to do the trick for me. It's a little annoying for a workaround, but it makes it playable at least.
Vulkan does not increase fps for me either.
What works for me is opening the menu with Escape button during the game and then enabling and disabling V-sync repeatedly. After doing it maybe 5-6 times, close the menu and the frame rate should increase. But it will slowly drop and after 2 nights you will need to repeat the process.
Developers say that it has to do with a Windows update (if I remember right).
