i used to be a unity hobbyist and i have removed the config box , its right there in package options
However, what you cant remove is the unity start screen( the one with unity logo when u start unity games), THAT needs license to be removed
and i believe they have the license, as i dont remember seeing the start screen of it( or maybe there is , and i dont remember )
Here , i just checked it, and its easily removable(by the devs)

If this is the case then i'd love if they can do this. Resolution setting etc are configuarable ingame anyway.

You were talking about something completely different
There's no option to say "don't show this again", which would make sense, but that'd be a Unity thing.
