In short it makes being evil more luck based than skill based, because it effectively sticks you to your claim before you even get the chance to have any information.
Now if you really are meaning private notes... that's a bit sillier. The point of private notes, is that other games like say town of salem... most players realize the need to keep multiple logs, or extra information in ways that don't go public... so in town of salem, it's basically mandatory to keep a notepad window open to copy/paste things onto. The private notes feature was made to let people play the game in full screen, and not have any extra advantages by opening other programs. That's also why the dev's basically put in a class card wiki etc...
In short reading private notes... does nothing because people will just put their private stuff elsewhere... Which is annoying for the players, and renders the ability worthless, so it's lose lose for both.
