What you are seeing is there is only one pickup of bags to fill a plane. it happens as soon as the baggage cars empty the arriving plane of its current bags. because it happens so early some bags may still be in transit or not even checked in yet and will just sit in the baggage depot. It was discussed in the past to have another baggage car come and get any more bags but the potential of delaying the flight was very high, so the devs decided to leave it as is. It is more important in the game to get the flight off on time than the bags loaded
Time to get Terminal 2 built, and leave T1 alone :)
