You did, there is a pet dog you can adopt, with the new DLC at least - check out the Municipal Pier city block. Once you've adopted the dog your character has a buff saying you feel luckier. Whether the dog actually gives a buff, that the animal hospital further improves, or if it's all a placebo effect is currently unknown.

I must of missed the quest line as no dog anywhere to be found for me in Municipal Pier. Do you recall which character had the quest line? I'll be sure to look for it in the future. I am using the mob boss from the new DLC and the side kick Sylvia.

If you scan the district from the zoomed out view, you'll see a white dot. Head there and you'll find the dog next to a food bowl. The dog will run away so click on the bowl to add food to it. Come back in a day or two and either add more food to the bowl, or you might get a chat bubble on the dog. Once you get the chat bubble, select the feed option, then a woman will run up and you get the option to adopt.
