Routers OTOH, can have a firewall active and you won't be able to reach it just by connecting to it. If that is the case, you either need to hack a machine behind the router and access the routers config page (from behind the router) and open it up - or use an exploit to gain access to the router itself and jump from there to the device you wish to access.
Intentional one-way flow (Unidirectional Ethernet/Data Diodes)
The purpose of unidirectional security gateways is to guarantee information security or protect critical digital systems from cyber attacks. They enable data to flow in only one direction between two networks, preventing inbound threats.
as for CCTV cameras behind a switch by themselves, I am unsure if there is a method to attack these systems without a computer in direct line with them.
If there is a way to subvert these data diodes I am not keen enough to figure it out atm
