The game (game engine) can't handle more than 16 threads.

add an exception in your antivirus.
i do with avast : Menu => Settings => general => exception => add exception
for me : E:\Steam\steamapps\common\SAOHR

you can do with other antivirus

The Game will not start with more than 31 threads activated ( i personal set it with msconfig to 28 threads) than restart system than play .. and after im done with this game i set the threat count back to auto in the msconfig.exe and restart again.
