Can't bind Mouse Button 3-5?
Title says it... can't bind my scroll wheel click nor my two side buttons

You can't bind them in game, but I was able to bind them manually by going to documents->Square Enix->Just Cause 3-> saves -> [somenumber] -> keymap.txt and changing them there.
