A great hardcore survival mode should have these features:
- Grappling Hook should't be included in this mode, or at least it should be ultra rare to find cause of its huge advantages both during PvP and moving around the map;
- Wingsuit is allowed but it must be rare to find;
- Parachute is allowed;
- The only rocket launcher available on this game mode should be the classic RPG. The others rocket launchers are too OP to be included in this hardcore survival mode;
- All the "BAVARIUM" veichles should be denied.
- All weapons should be set on a "medium-difficulty" to find and ammos as well;
- The basebuilding style like JC2 would be great, but it would be better if you add more structures like towers, stairs,turrets and so on.
- An enemy player base must be destroyable by usic C4 only. Obviously the C4 must be hard to craft/find.
- Add the possibility to create a clan;
- Periodical war of territory (like JC3 story mode) against clans. The winning clan will receive an extra reward, while the losing clans will receive a basic reward for partecipating in the battle;
- Airdrop and treasure hunt like in JC2 Multiplayer mode would still be great to be implemented!;
- Each player can places at least 5 storages per claim. This needs both for the server stability and to involve players to play together (in this way there will be more than 5 storages per claim);
- 3 types of storages would be great: standard 5 slots, medium 10 slots, safe box (with private code) 15 slots;
- Backpacks like JC2 Multiplayer mode are ok;
- Lockpick system is an amazing idea... so yes, they would be awesome to be implemented in this game mode. Would be better if the costs of the veichles would be higher than JC2-M;
- Add a reputation system (here you are some examples): Outlaw, Civilian, Dictator, Chaos Lover, Deputy, Neutral, Looter, Traitor, Destructor and so on...;
- Bulletproff jackets must be rare to be found (hard to find because JC3 weapons have a too low damage against players so if a player would wear a bulletproof jacket he would be unbeatable);
- When a player dies he should drop everything and not just a half like in JC2-M;
- More you run, more the starve and thirst will increase;
- You can refill the fuel on your car by parking close to the gas station;
Ok guys, there are a part of my ideas regarding the HARDCORE SURVIVAL MODE for Just Cause 3!

Also, why is there never any NPC's iin JC:MP mods? Relying on players too much makes this mod bland and empty. I want to anger the athorities and have a action packed escape with a friend and we plot the best way and more fun way out of a situation. That is all
2.) NPCs are pretty hard to synch properly as it is a mod made by 3rd party people. We are not able to load the game itself on the server which makes it hard to implement. We'll have a look into the NPC stuff in the future but we don't promise it will ever be implemented since we're not sure yet if it's even possible to synch properly. We don't wanna have desynched, buggy NPCs in our mod, that's why they're not activated.
Some of the really powerful weapons would probably be exclusive to some of the bigger army bases. Also in order to take over a settlement, maybe you'd have to destroy all its chaos objects first although synchronization would become a bit of an issue there. I think this type of mode would also benefit a lot from cannon fodder NPCs that would spawn from the bases which would make it kinda like a MOBA although like said above it's another big technical hurdle. I think the JC2 one also had a class system and iirc there was only one class that actually had the grappling hook. I think in a PVP scenario it's actually good that everyone isn't just flying around with hooks and stuff, it just becomes difficult to hit your opponent and also makes vehicles more redundant. The game has a lot of "multi-crew" vehicles that could be a lot of fun to use in this mode.
The JC2 one had 3 factions, one for each of the gangs in the game. In this game I guess it would just be the rebels and Di Ravello's army. Maybe if you wanted 3 you could have the civilians as another faction although that wouldn't really work as well since they don't have their own military vehicle colors.
There are no plans for that.
A 1st person mode should be possible to create for server owners though.
I would already be very happy if the head would act as the steam VR compatible headset !
Factions:
Attacker - Attack and Capture the Settlement
Defender - Defend and Hold until the Timer Runs out
Mechanics - Territory of the Settlement Is Divided up into Sectors, Sectors are usually 45x45 Meter Segments of the Targetted Settlement.
- The Targetted Settlement's Sector Count depends on how BIG the Settlement actually IS, if it's like the Outposts, or oil rigs, there isn't that much to fight For, HOWEVER. if it's something like the City of Di Ravello, then there's plenty of territory to fight over, rather than Some single-sector Outpost, Military Bases would Grant an Advantage to the Defenders, yes, however...

- the Phases are as follows:
>PHASE 1: EARLY SKIRMISHES
Early Fighting, access to Weak or Early game equipment and vehicles, Fighting isn't chaotic yet.
>PHASE 2: BATTLE
This is where it Starts to get a lil' meaty, Mid-Game Equipment, and Weapons are Granted, as well as some DLC Equipment, expect Wingsuits and Helicopters
>PHASE 3: ALL-OUT WAR
This is it, no more restrictions, All-out, unrestricted Warfare, Fighting reaches it's Peak here as Bombs fall, Missiles fly, and Guns Roar.
Battles are Decided by Killcounts, and Territory Held.
You can absolutely ♥♥♥♥♥♥♥♥♥ some poor noobs, but if you camping that entire time, then you are sure to lose, and the Noobs in question will get a TERRITORY VICTORY
Likewise if you have Overrun a massive portion of the City, and beat the Enemy back to their Spawn Sector, but your team has a 0.1 KDR, you can lose from that too.

Wouldn't that be a funny addition? An entire medici base of online players against the Rico player would be so much fun to me. Of course, given the right amount of TNT barrels and Urgas scattered here and there... LOL
