Yep, that is an issue, and funny enough, I even know of 2 other games called "Exception" that aren't on Steam.
I'd suggest posting this to steam support directly if you want this addressed, all things considered, I believe this is an oversight of the Steam platform and not the developer.

That said, I assume the temp fix is to backup game files of both games to separate directories, delete the merged folder, and relocate the backups to separate folders in the steamapps/common directory? (this will be an issue with updates and running games from steam menu and not via shortcuts though)

I agree this is a problem. Not only they share the same folder, they also have the same executable filename. Steam shouldn't allow new games to be installed in folders already used/claimed by other games. (And I bet there are more games with this problem.)

This is a problem both for these games and for Steam. And I think Steam should do something, but you can bet they will not. You can't even contact them with an issue like this, there's no such option in support, and if you go to "game problems" they tell you to contact the game developer. Actually Steam's support can be quite limited if you want to tell something about Steam itself, and it's not the first time I've tried to contact them with some strange problem that doesn't fit in Steam's support categories - in other words, bad support from a company earning billions.

Since 异常 | Exception was released one month earlier, the fair way would be if the other Exception, Traxmaster Software, change their installation folder and issue an update that both deletes the old Exception files and installs the full game in another folder. However we, as users, don't know if any of them will even get to read about this, so I'd also ask Kunpo Games to make such change. My proposed folder name is 'Yichang - Exception'.
