Kreedz Climbing is based on the movement of Counter-Strike 1.6 (the half life game) that has this slowdown - it also supports csgo movement but the map itself needs to enable that. You can manually enable csgo movement by setting kz_sv_movementmode_csgo to 1 in the console, but this may affect the ability to do some maps properly.
Bhop maps have the ability to allow doing 180 degree turns and so on if they enable it, but you can also force it to be enabled with sv_bhop 1, this will turn off the slowdown and allow 180 degree turns!
Maps that want you to bhop / maps designed for csgo movement will turn these settings on themselves so it's not normally needed to turn them on but you can if you want to!
