I've never explained it entirely, but it is entirely by design that you're not able to bind the scroll wheel to jump and it's simply because of the double jump mechanic. Scroll wheel jumping was tested during the earlier days of Inertia and it didn't work out, it was frustrating to use and none of the workarounds seemed to alleviate the issue either.
In turn the bunnyhopping mechanic was reworked entirely and made into a timing based mechanic, so it operates using time windows instead. The window that the player is given to jump is quite large which eliminates the need for Scroll wheel jumping.

First step in b-hop training is to set jumping on wheel scroll. Because of it's really hard to get perfect timing with a spacebar. In HL1/HL2/CS:GO games i use scroll wheel and spacebar both (allowed two buttons to set). Spacebar is for obstacles like crates, barrels, gaps.. And scroll wheel hopping is for rapid movement. For people who play cs-like games and do the b-hop - it's reflexive controls.
In Inertia game it looks like b-hop mechanics is allowed and works. But you must do that in a hard way. By spacebar... (or another single pressing button). If i miss correct jump timing my character begins to run and that slowes me...
Yes, i uderstand that problem with a double jump. But i have a solution with not ruining existed mechanics.
1)Make multiple buttons to bind for action ('jumping" in this case). But double jump can be read only from spacebar. And scrolling wheel doesn't make double jump, just spamming "jump" command.
2)Add new setting (..like a "jumping (no double jump)"..) exclusively for b-hopping.
With a wish to make it better. From my point of view.
Unfortunately the game was never designed to mimic source movement, the movement had to be made from the ground up so mechanics were implemented in the way that felt best to use.
The window of opportunity for bunnyhopping should be large enough for players to have no issues with just using the jump input. With that said, there's no implemented anti-script or anti-macro so you could use a script or macro to spam spacebar if you wanted to do so.
It is definitely something I'll keep in mind moving forward, but it would have to be implemented in a way that doesn't affect existing players that have no wish to use it.
