Project Tomorrow stuck on building the doomsday bunker

Finished building phase one of the doomsday bunker, but the building is showing "under construction" and the quest for Project Tomorrow is still "start building the doomsday bunker." No ability to build engineer outposts or anything. Anyone know how to unstick things?

I know this is a really old question but please tell me you found a fix! Currently stuck on this in my own game where I'm actually doing the story questline for once haha and I can't figure out if this is a bug or I'm just being dumb XD

I don't remember exactly what I did, but I remember feeling really dumb when I figured it out because it was 100% me being silly and missing something obvious. I think maybe it was selecting the building and then clicking on an icon somewhere around it?

Best advice I have right now - hopefully it helps!
