Level 15 Bribery starts at 19k and reduces your gold by ~2.2k, leaving you with an ample margin to still get the full Scavenger bonus.
I'm sure there is some value in crunching the numbers for each level, but basically, you want either none or as much levels as possible in Bribery.
you're not missing anything. Big picture strategy isn't about crunching numbers, it's about the elegant application of simple principles. if you had to game the numbers in DW it would not be fun anymore, it would just be gamified accounting.
