I don't think the frostbite perk works at all?

I've been doing some testing with the perk that increases damage to chilled enemies by X%.

I've tested it with 0 points and 20 in the tree.

Each time I watch an enemies health with being chilled and then hit by something it's the same damage as listed on the trap's damage. theres no additional damage being applied, I've tried chilled with the freeze tower and bolt trap just to see.

Does it mean frozen not chilled?

a lot of the perks don't seem to do what they are supposed to do. you don't notice it right away, it's only when you start really golfing your trap designs that it becomes clear that nothing is changing when it should have.
