I had this during a bad bout of the glitch where newborn animals are shunted into the trade centre when leaving the game - a whole bunch of baby chickens and wolf cubs overflowed my trade centre and I had to manually send them back out to habitats and see it refill a couple of times before I had control back (so many chickens).
For other players, It seems the op closed a zoo with a lot of animals and the game saved them all in the trade storage but there were more than the user interface can display. It will just take time to get the trade emptied down to below 200 actual saved animals so the the anti-cheat will unlock the op's trade center for public trading.
I have seen this happen a couple times and it is quite confusing and complicated when it happens due to the player getting no info on what is happening. Seems like a bug but then again, It;s good that the player doesn't lose a bunch of animals! Perhaps there should be a notification the trade is overfilled... Should probably post this over in the official forums.
