This is a little late, but the answer post is really misleading to me
It is found in the dev room in Stiffchub city as Lord Of Flavortown said, but you don't have to do anything to any of the devs at all. You can obtain the book without attacking or using any items anywhere in the room, it only requires the movement keys and moving around the room itself. So don't start touching their butts and thowing pervy liquid at them expecting them to drop the book or something.

i threw feces, pervy liquid, birdlime, and charged staves at them well now im gonna reset my grudge meter and start again i guess

If you give up and want the answer, let me know. i don't want to spoil it if you want to find it on your own.

i've done every possible thing in the game except for killing "GOD", please do tell me how but make sure you but spoiler block in it

To get the pervy book you walk between the head rests of the two beds in the top right corner of the room. It takes a little back and forth walking to get it to work right, but it should happen within under 10 seconds if you just hug the wall going back and forth. You can get an infinite number of them, but if you are holding one another won't spawn. You can even drop it on the ground, grab another, and repeat until you have a full inventory, not that it does much good as far as I know.
While we're at it, do you know how to find god?

To find God requires two things: one pervy book, second a high grudge level. As for where he spawns it can be anywere even in overworld. Hope this helps

Sorry to butt in, but I found God before getting the pervy book since i didn't know about the book until after i fought him. The grudge thing and anywhere in the overworld is right, but I think those are the only 2 critera needed. On another note, I beat god 3 times so far and now i can never find him anymore. I reset and brought my grudge back to 99 and went in and out of firstown like I did the first time I found him and I just can't get him to spawn now. Any idea what's wrong?

Sorry for the day late reply but it's good and I just remembered from other threads that god can appear without you holding the pervy book as for god appearing i think he just has a low chance of appearing since my first fight with him i only had the book and like 30ish grudge level at the time

I guess it could be just hard for God to spawn. I wasn't looking for him the first time, so maybe it's just one of those watching a pot boil kindof things.

So it would seem

I eventually got God to spawn with a Pervy Book stashed away and grudge of 0. Perhaps there are multiple conditions and you only need one?
