Report a translation problem
Make sure your video drivers are up to date blah blah blah, of course.
It can start smooth, feeling like 60hz butter smooth, but drive down the road weaving left-to-right and it degrades in performance, then sometimes comes back to smooth again.
Tried tweaking refresh rates and even removing gamepad but no difference so far. Will investigate more one day, but not for a while.

- Download DXVK here. ( https://github.com/doitsujin/dxvk/releases )
- Extract the contents of the dxvk-*.tar.gz file with 7zip or WinRAR.
- Copy d3d9.dll from the x32 folder and paste it in the game's installation folder.

I tried that a while back and didn't notice a difference, but I haven't had stuttering issues with the game.
