The politics of Sega, especially after Sammy took over is that the PC isn't popular in Japan, and obviously it must not be popular elsewhere.
Japan is all that matters, the fact that the west made Sega what it is today is just a fluke.
Sega conversions for the PC are done as cheaply as humanly possible. I asked Strangelight games as to why this game is so poorly done, they said Sega gave them only 8 months to build this game, the original builds used emulation, but Sega was unhappy using emulation because the offices in Japan didn't feel their meager weren't being used properly, so they were ordered to build the game from scratch, using some engine...possibly OGRE to just basically redo the game.
Sega didn't even do any testing on this game, and since Strangelight is defunct there's nobody to do any bug fixes.
The only way Sega is going to pay any attention to the PC, is if there's a Japanese market, and the Steamdeck might make that happen.
