Bug when Trying to create a custom game with workshop agents enabled causes infinite loading screen, have to ALT+F4 quit.

Might have issues related with trying to connect to a steam server, unresolved connection causes the bug?

Subscribed mods should be downloaded locally during launch, so external connectivity has no relevance on game loading.
