a white gloss over cutscenes, and then white screen gameplay, you can still move around and it has audio but you cant see ♥♥♥♥. only way to fix is by lower all the graphic to the lowest settings.

Do you meet the recommended requirements? Those sound like serious processing issues.

i do, trying to get it to work right now

I had to download and test what the OP went wrong and the game indeed just default running Intel GPU.. very Common to many Triple A games especially JP games.

I had to use the pcgamingwiki fix for the performance and framerate

I know it seems obvious, but have you verified the game cache yet?

Disabling the steam overlay solved all my problems.
