i have the same problem. don't know how to fix it. graphic card is a rx580. sometimes the problem fixes itself for a short time. but it seems i can't set resolution or anything

I had this, fixed it by changing the "display mode" setting until resolution became available, then lowering the resolution to match my monitor.
It was on 4k resolution by default, lowering it to 1920 x 1080 solved this issue for me.

Note that when changing settings it will ask you to confirm. The cursor was on "no" by default but the word was invisible. Just hit left to highlight "yes" which was visible for me.

Thanks so much, I think I just fixed it thanks to you. Couldn't find this bug anywhere on the Internet expect this thread on Steam forums so I tried my luck.
