IDK why this happen for someone, and not for others.
there is some dll to download to fix some issues maybe help for you.
Only suggestion i can make - your game forced to work at wrong FPS. First go to settings and look which video chipset shown as used by game?
which FPS limit are in video settings? Should be 30/60 switcher and not 48.
turn off V-sync/*-sync everywhere starting from video driver.
if that not enough- try switch native fullscreen or opposite to windowed/borderless fullscreen windowed.
