You need to download an old version of the game from the steam depots, and copy over the files you want to restore from the old version
The depots for the game can be found at https://steamdb.info/app/732810/depots/, where 732810 is the game ID of slipstream.
I'll be using the windows depot as my example, where the depot ID is 732811 - https://steamdb.info/depot/732811/manifests/
Within that depot, we're looking to download the files from a manifest that is old enough to contain the arashi files, I'm picking the last one from 2022 - manifest ID 100572319205641537
Open the steam console (URL steam://nav/console in browser) and run this command:
It can take a while to complete without any movement on the console (longer than you'd expect, 5-10m even on fiber), then the CLI will output the destination where the manifest was downloaded. Go there and you should find all files of that specific version of the game, the arashi png spritesheet is somewhere in there, copy it over to the current game files under the same folder structure. Don't forget to copy the separate sheet for the brake lights.
If the files there correspond to the Arashi's new look, try an older manifest ID, I haven't checked while writing this and it's been a while =w="
