i remember patchnotes mentioning there will be modding, is it in yet? is it being worked on?

It is being worked on. Sandro has posted some updates on Twitter about the tools and the work being done on the GUI for the track editor. Custom tracks and cars can already be created and added to the game by manually creating sprite sheets and writing the necessary scripts, although it takes a lot of work.
