I added the pic to the Workshop folder as a _WS pic. I then completed the pic but the cloud icon is still "grayed" out. When I clicked on it... nothing... it sent me back to the picture directory. I clicked on the cloud icon again but still nothing.

Not sure if this is helpful to you; I just downloaded random pics from pexels free stock photos by using the microsoft snipping tool, saved as .jpg files and I added a few .png files from my pc and they all added to the game. I saved them first to the workshop folder and copied also to the 'pic' folder. Be sure to close game when adding files and then when you re-open the game they should show up ok in game, this worked for me, and then of course completing the puzzle before adding to workshop. Any time I added any pics or added the DLCs, no previous saves were deleted for me (as you mentioned in your other post). As you say may just be a game bug as I don't think the cloud icon was greyed out in my game even before I added pics, perhaps I just hadn't noticed.

Putting them in the Pic folder worked and they don't need to be named with _WS. Thanks!
