For example; you choose a decision that required you to have at least more points for boldness skill than the other that needs charisma skill. But your bold point is less than your charisma (Ex: B - 5, Ch - 7), so you get the negative outcome. There are many guides here that can explain about these further.
Skill points also required when you want to pursue certain character to romance. Scott is the only one that doesn't require any points in any skills-- he is easier because you just need to keep gaining his hearts. Damian required you to get more points in Boldness and Fun. Polly is also Boldness and Fun. Miranda required Charm and Money. Liam required Smart and Creative. And Vera required Smart, Charm, and Money.
