Locking On To Enemies

I thought only LRMs required a lock-on, but I'm getting the interface without them. The only thing I have that I normally don't use are SSRM2s. Do they require a lock-on to use? If not, I'm not sure why I'm suddenly getting this.

Streak SRM can lock targets.
Regular SRM cannot lock targets.
LRM and SSRM can be dumb fired without a lock and they'll go to the spot where your crosshair is placed.
