Report a translation problem
I've read where people have the bug without any mods, but I'll try disabling all of them and see what happens. I just want to get that quest marker off my screen.
I know how to read. I know what the written words said, and I've just confirmed that even with no mods the mission still doesn't give you an evac position.
Is there a proper way to do then, at least temporarily? I can see visually in game that the various mods aren't active during the mission, but is there a particular folder or something that needs to be wiped?
Yet you think I should take what you say as good source material. You're no different than anyone else spouting off on the Internet.

1) you misread something - which you deny - so ok
2) Where you saw it is a dodgy source.. I avoid like the plague the echo chamber of reddit
If a sentence, in English, reads, 'I encountered this issue, as well, and did not have any mods running,' there is really no possibility of 'misreading' what is written. It's quite literal and not open to interpretation. Note the use of the words 'encountered' and 'did not have any,' which is the equivalent in English of 'none'. If anything, the person writing those words was in error or misremembering something. However, there is no possibility of misreading the sentence unless someone is not a native English speaker.
As for the sources that claim the same as that person, some of them actually exist on Steam.

While it didn't completely break and default to the tutorial mission, this is still something that can happen if you run mods that do affect map generation.
While rare, it can happen without mods - even on console. Mods, particularly badly made ones, will make it more frequent. This mission that shows up is actually the games failsafe protocols kicking in to prevent a bad mapgen being deployed.
