every time they bring electronics home they are happy and their electronics cound increases a little. lets say 0.1 units maybe.
when they reach 1.0 units this is a radio. 2.0 this is a tv and 3.0 this is a computer (which does nothing)
after a wile their need arraises again and they try to get an other lets saay 0.1 units.
when someone dies, their electronics are gone, they teleported to post soviet heaven with them.
unmeet electronics need can mean: shop to full of shoppers OR no electronics were available just at the moment they were there OR they can not even reach a shop that has electronics.

Electronics play a role in loyalty, because your radio station and TV station only apply their effects over happiness, culture, loyalty, alcohol/sports/religious preference (which you can see in their respective windows) only on citizens which are listening to the radio or watching TV during their spare time. This means that they must own the said device.
Therefore, it's beneficial for your citizens to have a higher electronics score.
The downside to this is that as this score grows, so does the frequency of this need, leading to an increase in electronics consumption around your republic, and electronics are not cheap.
It is true that citizens with higher education (score of at least 2.0) will have these needs more often, yes.
The computer, as far as I remember, was also supposed to have an influence effect. If I remember way back when, there were plans to make a similar propaganda mechanism as radio and TV, but for computers, but it never came to light. Back then (really far back in EA), there was speculation about this being something similar to the great chinese firewall or something, which could influence the stats of people using a computer.
