Getting workers to heating plants etc.
So I am struggling to keep my heating plant and power plant running, because especially during winter they never seem to get enough workers and then I end up going to a death spiral.

What are some of the ways to ensure that these crucial places are operational at all times?

I prefere using a high frequency bus line that first stops at heating and or electric plant and than goes on to the industry.
importants is use of an endstation so the busses spread out as good as they can and take no detours for refueling.

an other good options are vehicles that do not care about the road condition, cablecar or tram (on tram only road) come to mind, but sometimes an extra stop can be intigrated in a trainline.

Good to know, thanks. How far should the residential buildings be withing the industries?
I will give an example of how i send workers to a Zaporizia Nuclear plant, wich may be more important than a heating plant. I use nine 11-seat buses. A fuel-supplied End Station next to the bus stop is mandatory. Buses refueling in gas stations, snow, and traffic will kill your line spacing.

Also you need to be very careful so the bus stops have workers when the bus arrives. Make sure it has enough workers at the stop. It's very common to for instance set the COs workers to the same stop, but them CO buses may "steal" the workers at the worst time. Same for big buses in other lines.

After some inconsistencies i changed my NPP line so 5 buses go to the usual line and 4 go to a big train station, wich has a very minimal chance to not have workers at the bus arrival. This way these 2 lines reduce the risk of a traffic issue, as they come from different cities.

there are several ways to go about it:

1. Build the plant in walking range of dwellings. This is by far the most consistent way. You may have some pollution issues but for small cities, you can have 2 small heating plants at the edge of walking range and be entirely fine.

2. Built the plant in walking range of a bus or train station. You can then either let them organically wait then choose the plant if you have a healthy little bit of unemployment, or if you want to micromanage, you can specify work buildings too with %. I find this method to be not as reliable as the first.

3. Have a bus line doing the 500 or 600m distance to and fro that you enable just for the winter months to make sure you constnatly have dudes there.

4. a mix of 2 and 3.

That's for your first town. For larger towns it should be no issue because by then you should have properly worked out how to establish mass transportation to wherever you need it to be. Add more trains, combine buses and trains, etc. But for small towns the single best way imo is to have a small heating plant in walking distance
For essential Services I use small capacity fast buses.

Drop off right at the building so there is no walking

And force Drop of % of Bus Capacity at each stop to ensure everyone get where they need to go

rule of thumb
if the industry will ever run at full capacity, add about 250m distance for every cloud symbol in the building description
