best if you can catch university education til his 21..
If you wanted to have citizens 21+ in education pool, relocate them to the university hall of residences (hostels)
I checked that out and ran the republic just in a spectator mode for a while, keeping an eye if the citizens go to the university like that. On average, they enter the university at around age 16 and graduate around age 19-20. Of course some exceptions come, depending how many students there are, but those are averages.
But here is a screenshot of the problem, once it uploads. I think this is even more extreme case of the issue I described, one citizen's education level got to 2.00, but he didn't trigger to "University Educated" level, but he stopped going to the university and joined the workforce as Basic "Education" worker with education level of 2.00:
