Report a translation problem
Interestingly it solved itself... I reassigned the COs to a different, working plant and kept on going with the save. I have not done anything to the faulty plant apart from the things I described in the post. But after some ingame years, I tried again and this time the helicopters were able to land and I was also able to click the destroy button with no error messages.
I sent the save to the devs, but they have not reached out yet, so my best guess is that the plant just "swallows" a helicopter, but when its time for it to be replaced it is still able to fly to the scrapyard, thereby freeing up the asphalt plant. Another one could be that this issue was solved since 1.1.0.8, just was not explicitly included in the patch notes.
If you can afford it you should build a separate asphalt plant and hope it solves itself by time as it did for me.
The solution was to send them manualy home. After finish the road they do there work as they need to do so. Another bug with this was, that they focus on working on this road. If you do low/normal/fast it doesnt matter. Replacing the vehicles was not working.
Sometimes the vehicles drive 2 times in the cutsoms and block everything.
They drive and heed to turn back, but load another time in the cutoms to drive out.
Solution was the replace them.
