I am pinned and cannot move.

I built my first house and it is next to a bank. Rosa and Pip are there and Rosa is telling me i need to assign the house to Pip, however, i cannot move they have me pinned next to the bank and will not move for me to assign the house. i restarted the game but takes me right back to same spot. How do i get out to continue my game?
