Error 51 isn’t related to the Hokko files.
It could be due to Steam or your antivirus software.

Please try verifying your game files:

Can you please also make sure to check any firewall/anti-virus and windows defender programs aren't blocking the game in any way and add exceptions where needed?You can also try disabling these completely and then test the game.
