Hello, no you are not able to create factions or political disputes. Please read the game description carefully. You can create your own world from scratch, manipulate with objects, edit weather and decide of your living beings. Thank you for your question!

In the scenario the beings add housing by them self. In the sandbox mode I noticed that they do not or maybe I needed to wait longer for them to do so. Is that something that they can do on their own, create homes? Thank you.
