Chum not available to craft

I've completed the necessary quest and got the recipe for chum, but it's not in any of my crafting menus. Not sure if this is a bug or if I'm somehow doing something wrong, but I've checked all of my crafting workbenches and the quick crafting menu, and it's just not there.

you may have to save and reload for the next day to see it in your quick crafting menu, but is should be right after the bottle recipe

Considering that it's been missing for several real-world days, I don't think that's the issue. I checked the wiki and it tells me that it's actually the quest I'm on now that unlocks it, but I received the "recipe unlocked" notification from the last one. Doesn't make sense.
