Too many visitors in the start

Even after making 3 arenas and 2 target ranges, there is far too many visitors, they get bored in the waiting lines.
I suggest that the number of visitors in the start should be very low, and slowly rise as you get more rating, so that there isn't 50 visitors waiting all the time.

The Guests are kind of a self correcting system, the maximum amount is based on your Park Rating.
So as you build up your park more visitors will come, but if too many show up and you can't manage them then your Park Rating will stop rising and stop spawning more Guests until you solve their needs.
