Regarding replayability the current scenario is pretty much a sandbox so it depends on how much you want to build.
Yup the game is playable with just a mouse, there's no first person shooting parts. You can rotate buildings with middle mouse button and pan the camera through the sides.
Steam has a great refund policy so you can pick up the game and if you don't like it get a refund and check it again when it leaves Early Access.

Thank you for answering all my questions, I'm curious what do you mean by "how much you want to interact with the mechanics." but overall all seems good, and I'd assume the game will get more content.
It's rare to see a dev suggest a refund heh. I guess that's a pretty good idea.
