Why is this censored but Naked Butlers not?

MangaGamer released uncensored VNs on Steam this year including Funbag Fantasy and Naked Butlers (although there is an option to censor in the configuration menu). Why is sweet pool still censored? Why is the patch not sold as DLC on Steam?

For that matter, why are any VNs still being censored on Steam? Why isn’t Demonbane and Song of Saya being released on Steam?

I can only speculate, but I imagine part of the reason is that if you censor Naked Butlers and Funbag Fantasy... there's not much of a game left. I'm assuming anyway- Naked Butlers, I think, just puts mosaics if you turn on the censoring and I hear without the patch, Sweet Pool is missing the whole scenes. As far as I know, Sweet Pool is more story-heavy than the other two.

Also Sweet Pool (and Song of Saya- not sure about Demonbane, but I think this also applies) are JAST or a division of JAST as far as I remember... so totally different companies.

*shrugs* I don't work for anyone, so I can't be sure, though.

Ok, now this one, totally not even my thing, and still I'm absolutely lost on why it was censored. This concerns me, are they just trying to sell on their main site?

JAST should have the uncut DLC optional on Steam in this case, this is just strange.

Ohhhh, wait, my nation (u.s.a.) is also getting really anti LGBT, I wonder if that's got anything to do with this being something they weren't sure of..

Or, it could be the school setting, that might do it too. Games do not have protected sexual expression, only violence does in the u.s.

Stream rules are kind of unclear, you may not have noticed but lots of VNs have been getting banned lately. This was censored to ensure that the game doesn't get banned.
