Change the value of the buildings and people?
Is there a way to change the health and damage of buildings, people and weapons?
Trying to make a mod and cant figure out if that is possible. I have searched nearly every file I could find.

Not yet. The values are set in the entity-specific xml files. These aren't yet exposed to external modding, but the devs have confirmed this is on the roadmap.
