I don't think it was intended that it works this way, it leads to endless joining people if you set it for migration. But welfare balances that thing out very proper with births.
Currently activated that for all 4 Bloodline scenarios.
Last time I checked it maxed births (compare stats after a new season has started with setting on -1 and a positive value).

how many kids is that? if women are fertile for 4 years, thats 3 or 4 kids in a lifetime?
Y, guessing your math could match, don't how long they remain pregnant until birth (guessing 0.75y ?). They cound as adult from 16 (4ingame years) on, age 4 years per ingame year, become old at something with 40 I believe, that would make ~5 children.
There seems to be a short cooldown period after birth.
Currently don't remember the code correctly ( you can peek into the available actions and conditions with dotPeek and similiar programs to see the code behiond. )
Eve used to get pregnant always in early summer, in the 1st, 3rd, 4th and 5th years (skipped the 2nd), kids were born in late winter. Her daughters gave birth in summer or fall and skip no year, so 5 children per woman. For her daughters 90 welfare was enough. Probably it was <90 in the Eve's second year..
