They can learn multiple department specialities already (this is in the game). Once they max out one they keep the level maxed out. That will not reset even if you swap it out with a new one. This is the same for any other staff member, as long as a specialization is maxed out that knowledge stays with the character and you can swap that back and forth as needed. The game will not reset fully learned knowledge.
