[build 1.13; 7.09.20] "Tactical Response" outfit. How to unlock?
Q. It seems to it not available. It's it possible to unlock it somehow?

A. In around the web found such solution to unlock all outfits.

1. Open your *.exe (note: Control_DX12.exe for example) in HxD, https://mh-nexus.de/en/downloads.php?product=HxD20 Go to the "Search Menu" then "Go To".

2. Paste the address "1B905B".

3. Change the values "8B 4B 04 8D 41 01 83 F8 03 77 12" to "B8 01 00 00 00 89 43 04 EB 06 90"

4. Save the file then launch the game.

Also. I've run Steam game cache check after. It changed one file, Control_DX12.exe, back to it's origins in the HEX line. But I'm still can use all the skins. Also, if changes has no effect try to change Control_DX11.exe in additional to.

Further possible .exe updates must not take effect for anyone who already have used code for all the skins before once - things after stick to savegame file.

Q. How to change the outfit in the game?

A. You can choose the outfit at the reaching and cleaning the first "control place".

Q.
I am particularly interested in the "Tactical Gear" because the rest I want to unlock myself. Are there more pre-order outfits? Can I unlock all pre-order outfites, but no the ones that I can unlock through gameplay myself? Can you help me there? Thank you!

So I would want "Tactical Gear" and every outfit that you could only get on PS4 or Pre-order.
A.
Bit of a workaround but:
1. Make backups of your .exe files.
2. Use the above described method.
2. Load your game, and save, then quit.
3. Now having all of the outfits unlocked and saved, revert the .exe back to original form.
4. Use the save editor to remove all of the outfits except the pre-order ones.

I did it this way and it's been working fine for now. Might run into some weirdness down the line, but we'll burn that bridge when we get there.
A.

1. Download utility here: https://www.nexusmods.com/control/mods/26?tab=files&file_id=57
2. Then do this (instruction from paulscottttt):
29 August 2020, 2:02AM
*Control Ultimate Edition Steam*

- Save Game Location -
Steam/userdata<RANDOMNUMBERS>/870780/remote

- Save Game Structure -
preferences_data
savegame-slot-00_global
savegame-slot-00_hub
savegame-slot-00_meta
savegame-slot-00_persistent

Use "savegame-slot-00_persistent" Make Some Edits. Click Save Changes, Download the New File "persistent.chunk".
Rename That To "savegame-slot-00_persistent" And Remove The ".chunk".
Move File To /870780/remote And Overwrite File When Asked.

*Recommend To Back Up Saves*

You will need to turn off 8 of 12 outfits in total.

Q. How to unlock specific outfits?

A. You have 4 by default. Links below - instructions for additional 6. So in total 10. https://www.youtube.com/watch?v=8iJu9Xil0y4
https://www.youtube.com/watch?v=hpkYWnHISOs
A. #11 from DLC #1, "Expeditional Gear" - "Complete 3 expeditions at different levels of difficulty".
A. #12, from DLC #2, "Extradimensional Suit":

And that's it.

For the other versions (Steam (Ultimate Edition), Epic, GOG), just follow the instructions from this website:

https://www.pcgamingwiki.com/wiki/Control#Unlock_PlayStation_4_DLC

The instructions worked for me with the Epic store version. Basically this:

Depending on the preferred DirectX version, open <path-to-game>\Control_DX11.exe or <path-to-game>\Control_DX12.exe in a hex editor (e.g. HxD).
Modify the file:

In the Epic Games Store version of the game,

Search for 40 84 ED 75 07 as hex.
Replace it with 40 84 ED EB 07.

In the Steam or GOG.com version of the game,

Go to offset 145B09 (Ctrl+G in HxD) and change 75 to EB.
Go to offset 145BA8 and change 75 2F to 90 90.
Alternatively, follow the Epic Games Store instructions, search forward for 75 2F as hex and replace the first found instance with 90 90.

Nexus MODS has them to unlock by tweaking the Ini files, they are PS4 exclusive otherwise along with the Hideo Kojima missions.....

Thanks for figuring this out, but can you explain to me what I should do if I want only one outfit?

Something that I'd like to add is that you have to hex edit BOTH files. Control_DX12.exe and Control_DX11.exe for this to work

You need to modify Control_DX11.exe, and Control_DX12.exe, not Control.exe
Keep in mind the values you need to modify start towards the end of the line that the search brings you to, and then continue onto the line below it.

Shame this doesn't persist between elevator rides, hopefully we find a way around that soon.

Rodrigues, provide more information. Game still may update time to time, I guess, and that numbers might change to.

I ended up finding it after posting my question it was like 5 over. just look left to right on the line thats found when you do the search and when you come across the first number letter that your looking for, 8b. Check and you should see that everything after that follows and then you can just highlight and copy paste over those numbers.

Someone said the address has changed so also try their method too. Either way I got her lookin tacticool now which is her best outfit so yay. lol
